End of last season/ beginning of this season, I was gobsmacked to actually be reduced by one shot. To be quite honest it was a pleasant suprise

How is it actually worked out and what time of the year is it done.
 
Annual review takes into account all your qualifying scores there's a formula to calculate your average score and then adjustments up or down are made.
Pretty complex to work out yourself leave it to the computer to say yes or no.
 
It used to be between Jan and 1st of March but next year will be done in Dec

Done of your results throughout the year

Also the committee will look at other scores and results throughout the year ie matchplay and see if you are playing better than what your HC suggests

So it's done in house/ club rather than national level. Hmm.
 
Does the handicap sec / committee have to act on the recommendations...??

They are all recommendations and whilst they are mandatory it's suggested that the changes should be applied
