All sounds a bit weird alright.
Airbags are designed to work on deceleration... And they can also discharge under 30m.p.h.
The fact he hit a fire hydrant im guessing he knocked it over means the car didnt come to a dead stop... thats why the air bags didnt deploy.
If the car still has momentum after the inpact they may or may not discharge depending on the damage and the position of the impact sensors on the cars chassis.....Each car has them in different places.

Plot thickens, apparently there are revelations out in the National Enquirer rag yesterday that Woods has been having an affair with Rachel Uchitel who targets sports celebrities. She was seen going into Woods hotel in Melbourne allegedly.
Perhaps he did have a bust up with HID and stormed off in a rage crashing the car. Might explain his at times petulant moody behaviour on course this year if his personal life is in trouble.

Woods, 33, was backing out of his driveway in the Isleworth community near Orlando, Fla., at 2:25 a.m. EST when he struck a fire hydrant and then hit a neighbor's tree, according to the Florida Highway Patrol.
It was almost 12 hours before the police issued an accident report, and much about the incident remained unclear, such as why Woods was out driving at that hour.
The Associated Press later quoted a local police chief as saying Woods' wife, Elin, used a golf club to smash the back window to get Woods out of his 2009 Cadillac sport-utility vehicle after she heard the accident and came outside.

Looks a bit strange to me especially as he had facial injuries. What do you recon his wife used ..... 9 iron or a pitching wedge ........ allegedly .....
