We go to WR from 1st November and return to normal 1st April - almost without fail.
Unless the weather closes in early or its a very wet Spring, those dates are set in stone regardless of what the weather is actually doing.
Sometimes it's wetter and softer outside those dates due to extensive rain and during those dates the course can be firm a running....
 
Some interesting amendments within that document.

Can I just confirm a few things if I may..

Calendar year: Does this mean all clubs will operate a membership year from Jan 1st to Dec 31st, I know quite a few clubs around me operate theirs from April 1st to March 31st.

Preferred Lies: In line with this topic, preferred lies can be introduced at any time within the directive of 1st October to 30th April but should the club wish to bring them forward or operate them longer, they simple contact their County Union/Association for permission.

CSS: Cat. 4 players will affect the CSS from 2016.

Continuous Handicap Revue: A continuous run of 7 x 0.1's can trigger a possible review, in effect, a reverse ESR (ESI). I think is good if managed correctly, especially in regards to some seniors who have played a decent level but their game unfortunately is deteriorating quicker than the amount of shots they can increase through playing and as such can't play to anywhere near their handicap.

4BBB Handicap allowance:To be increased from 3/4's to 90%, so for example, a 20 handicapper will play off 18 not 15 as currently applied and a 6 handicapper would play off 5 and thus no change, so, this now protects the higher handicapped player from losing more shots than their buffer, I think this is a very fair and welcome change :smirk:

Supplementary Scores: A supplementary round can be played if declared for only 9 holes! I find this strange personally, how many times can we all at any level be many shots under handicap on the front 9 only then to give them all back on the back 9, but in this change I could be significantly cut, not sure I run with this one!

Exceptional Scoring Reductions (ESRs): I've never seen an ESR table so I can only assume that when activated it takes both exceptional scores into consideration and cuts at the highest value or joint value, whereas this amendment which will still be triggered with 2 x scores under buffer, will only take the 1st score into consideration for the cut ES1 + ES2 = ERS1, ES3 + ES4 = ESR2

Calendar Year is for annual review and HC purposes as opposed to membership

Normally the AR takes place between Jan-Mar so that the a person's new HC is for the start of the traditional golf season

Now the annual review will be done in Dec to allow for the new year to starts

4BBB HC allowance is for Matchplay purposes as opposed to what we played on Wed at Blackmoor - so if the difference in shots between you and the lowest HC was ten instead of getting 8 shots as you used to now you will get 9

For Things like Wed clubs will continue to run how they used to.
 
I believe the ESR change is saying that the ESR will only be activated on each pair of scores. In the past if you had 4 exception scores on the trot then you would get an ESR after the second one and then another after the third, and then another after the fourth. They are now saying that you will get one after the second score, and then another after the next pair (Ie. The forth score).


Regarding supplementary and nine hole scores ... If you want to reduce your handicap this way then go ahead. Vanity handicaps are great for others to whoops your ass with :)

No idea why it doesn't state that but during the Congu meeting that's why they said its for ? That's the only thing we are changing for our comps as well.

Further to this Robin we have a Congu meeting coming up so will double check to 100% sure
 
And of course here am I hitting a decent percentage of fairways all summer and now I get an opportunity to pick and place you can be sure I'll not see another one until next April. Not sure about the argument of it being good for the course or not but it's there for the next few months so time to get on with it

My understanding is that it's perfectly consistent. The 90% replaces 3/4 in all cases. So if you are playing 4BBB Stableford, both partners will use 90% of their handicap.

You seem to have mixed up/reversed your '4BBB' and 'Pairs' interpretations!

The Congu change is only for 4BBB - but for all 4BBB. Other Pairs formats are out of scope for the change, as Congu only fully recognise certain formats (4BBB being one of them). I'm pretty certain that other formats that currently use 3/4 will move to the 90%

But it is certainly a change to all 4BBB comps
 
As LP said, their is another CONGU roadshow going around the country. Perhaps someone who might be going should set up a thread for Q to be put to the roadshow. Unfortunately I am not sure if I will be going this time so it's up to someone else.

THIS !!! Finally me and my mate will be competitive in his clubs invitation day!!!!! And mine !!!!

OK cheers, so when I played 4BBB (stableford) at Blackmoor last Wednesday off 15, in 2016 I would play off 18 if I have a 20 handicap. I thought it would be across the board for all 4BBB comps and not just matchplay, otherwise it would have stated the change was for matchplay formats only!
