ok so basically you hit the fairway you can pick your ball up and clean it and then place it back down. As long as the ball is on the fairway be it after a drive or chipping out from behind a tree
Basically yes, but remember to mark the ball position before you lift it to clean it, most people use a tee for this.

The use of Prefered Lies are at the discretion of the clubs committe. The decision on their use for the day is normally made by the Greenkeepers and Club Pro and will be posted on a notice. The reason is to allow players to clean the ball and use a better lie position when the fairways are wet and muddy, prefered lies .
