Winter green, standing water.

Playing earlier and came across a winter green. Hole was right by a pretty deep swale (if that's the right word) and due to last night's rain had standing water in it. Not much but enough to stop the ball dead when putting through. Would I have been entitled to any form of relief? Was just a casual round so I just took the stroke, but more asking to inform myself should it arise again. Cheers.
 
Makes no difference that it is a winter green, it is "the green" as far as the rules are concerned and yes, you get relief. Nearest point not nearer the hole that avoids the casual water. This may not be on the green by the way and if it isn't then you still place it which is a little unusual. (Rule 25-1).
 
So in the case of the winter green in question, how do I know if I'm on the green when there isn't a visible boundary? The hole was basically cut in the fairway and it wasn't mown any closer than the rest.

Edit: I was probably 3 foot from the hole so felt it safe to assume I was 'on the green'.

The greenstaff should have marked it in some way if the can't cut is shorter than the fairway.
Ours put white dots around the perimeter (saves paint).
