Which tablet pc?

if you have a wifi router at home then simply a tablet will suffice (and charger obviously!!). If you want to download any apps then you will need to sign up for either an itunes account (apple products) or a gmail account (for android devices) both are free and you dont have to submit any card details unless you want to later on buy a non free app.

As long as you have wireless broadband at home it will work straight out of the box, no need for anything else

If you want to surf anywhere, you will need a mobile phone style dongle. Prices vary from network to network.
Or, if you are in an area that has wifi, you can connect through that free mostly
But I'm no expert
