Agree, although Its a obstacle wherever it is
Bunkers need /get daily attention from GKs too so when they're raking they have to get off the machine to get rake before doing the bunker

You're not supposed to go in bunkers. They are a HAZARD.
A rake placed outside a bunker might deflect a ball into the hazard that would otherwise have been OK.
If you're already going in the bunker, a badly placed rake might make your life worse, but to have a rake deflect a ball into a bunker is the ultimate insult.
Therefore rakes should not be left outside of bunkers.
If you insist on doing so, at least place it beyond the bunker.

At Ladybank all our bunkers have “please place in the middle of the bunker” written on the handle. Request from the green keepers.
