Wear and Tear?

We have a few places on the course where there is significant wear and tear for a stretch immediately after a defined path clearly or evidentially ends. They can be a bit stony and roots might be exposed. When asked if relief is afforded a player from it as a continuation of the path I say no - tough, it’s not the path. Is it abnormal ground conditions? I say no - it’s always like that so it can’t be abnormal. Now in a friendly knock I will just suggest moving the ball off it, but in any competition setting I just say tough, ball has to be played as it lies. Am I right?
 
Believe abnormal ground conditions are

Animal holes - including “dangerous” animal issues ( wasp nests etc )
Standing water
GUR
Immovable objects
And embedded ball

If the area is not been deemed GUR then just play as it lies

Seems fairly straightforward. if it isn't designated GUR play it as it lies
 
If it's an extension of a path, and the ground is that bad that it could damage someone's club, I'd be telling them to move it off. We're not pros and we don't get our gear for free. As long as they don't get an amazing cushy lie out of the drop then it's all good with me. 😄

Is this back to the common sense rules idea you have had in the past

If it’s a comp then play as its lies

If the player is worried about his clubs being damaged he can take an unplayable
 
The defined path will be an obstruction from which there is relief unless declared integral. The worn area is not, no different to other parts of the course which may have suffered from heavy wear and lack of grass due to lots of 'traffic'.

In general social golf are you going to give your mates free relief to every bit of the course their ball finishes on just because it is bare soil.

Abnormal course conditions are defined as Animal Hole, Ground Under Repair, Immovable Obstruction and Temporary Water and covered in rule 16.1.
Dangerous Animal Condition and Embedded Ball are covered by 16.2 and 16.3 respectively.

I'd love you to be a referee for my group in any competitions I play. We have loads of dodgy areas on the course, and loads of areas with exposed tree roots. To have a referee that allows me to take relief anytime I'd worried about damaging my club would be fantastic. Otherwise I'd have to consider taking an unplayable.

One allowable LR I managed to get in when doing the LRs with the rule changes was relief from tree roots.

Sadly though it is limited to fairway and first cut.

Any time pal, my rates are pretty reasonable.
