As I stated this was only if the bunker is completely covered in water.

But Ross's point is that we know for a fact that the bunker isn't completely covered with casual water in this example...
 
Right, so much confusion ive managed to confuse myself - so i apologise to everybody!

As there appears to be a lot of confusion over bunkers and unplayable here is the important note to rule 28 (Unplayable )

"If the unplayable ball is in a bunker, the player may proceed under Clause a, b or c. If he elects to proceed under Clause b or c, a ball must be dropped in the bunker."

Clause a deals with proceeding under 27 - 1 (stroke and distance).
Clauses b & c deal with dropping behind and dropping within 2 club lengths.

When you are dealing with relief under rule 25 (Abnormal ground conditions) you are also required to drop within the bunker but, additionally, (b) Under penalty of one stroke, outside the bunker keeping the point where the ball lay directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the bunker the ball may be dropped.

So my unreserved apologies to everyone I may have upset, questioned, etc in this thread.

So if there is some water in the bunker but it isn't full.
what are my options? Can I drop behind the bunker?

Without penalty, in accordance with Clause (i) above, except that the nearest point of relief must be in the bunker and the ball must be dropped in the bunker or, if complete relief is impossible, as near as possible to the spot where the ball lay, but not nearer the hole, on a part of the course in the bunker that affords maximum available relief from the condition; or

(b)
Under penalty of one stroke, outside the bunker keeping the point where the ball lay directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the bunker the ball may be dropped.

Clause (i) is the normal within one club-length of and not nearer the hole than the nearest point of relief.

The only time you can drop outside the bunker is when there is no point of relief whithin the bunker. The OP was saying about dropping within the bunker, hence there must have been relief whithin it.

An additional option to a) and b) in Duncan's reply above is to proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played,. Which of course may be in front of the bunker and nearer the hole.
