Time of starting Rule 6-3

The group in front of were late starting, not more than 5 minutes through no fault of their own.

However , a guy at our place said that if they were late they were disqualified, end of story. I did not ask him to show me the rule but he is very well versed in rules.

He said it was brought in with the 2012/15 revision.

Was he correct and if so can somebody show me the relevant decision
 
there were no changes with the 12-15 revision in this area other than to change a committee option in respect of a 2 stroke penalty in respect of players starting late, but within 5 minutes. This became a rule rather than an option.

this also gives clear evidence as to the 'guy at our place's rules knowledge' because it would now mean that they would not be DQ'd but would have a penalty!

in this case, if they were unable to start on time because the previous group were still within range 9as an example) then clearly they wouldn't be penalised at all.
 
Provided the players were ready to start on time, there is no problem if the the delay was not their fault.
There is no decision which supports the 'guy at your place'.

Decision 6-3a/4 gives a clue
 
I think you should probably ask him if he realises how daft that sounds? Lets say the first group have 2 lost balls and spend 5 minutes looking for each without calling the 2nd group through. That would mean almost the entire field would be disqualified?

If they are ready to play on time then there is no issue. You should go tell your guy he's talking rubbish and be wary of any of the rules he tells you.

Start times are one of those penalties that are generally poorly enforced at club level.
 
So 'Yes' there was a change to the rule for 2012-15.

But 'the guy at our place' got it arse about face - so indeed 'the guy at everyone's place'!

Also worthwhile suggesting to that guy that a £10 donation to the Captain's Charity is appropriate if he is wrong!

Had the 'can't tee it up if taking an unplayable back to the tee' discussion the other day! :rolleyes: First time this year though.

Our start time yesterday was 8.14 and we waited until the correct time but the 8.07 group went a little early as there was no 8.00 group - I don't think that I would have wanted the hassle of telling them at the end of the round and the arguments that would have ensued, rules or no rules.
