Temporary Out of Bounds?

We have been having some trees removed and today the 2nd hole has a temporary out of bounds line down the right hand side. It makes the hole much tighter and usually the ball lands in the tree line and can be hacked out. Can qualifiers be played under these conditions? There is a sign on the tee that it is a temporary local rule and not to attempt to retrieve balls etc from the out of bounds.
 
It's perhaps wrong to judge a situation I haven't seen, but it would have been less punitve to have made, if possible, the area GUR Play Prohibited, with a mandatory DZ in a place that ensures a shot with the same degree of difficulty of one from within the trees.

Which doesn't answer your question. I don't see any reason why you can't play a qualifier.
 
No reason for it not to be a qualifier but I like the idea of GUR play prohibited with more that one DZ. Play from the nearest not nearer the hole than where it crossed the OOB margin
 
Thanks. Agree totally about GUR being a better option. Will see tomorrow as work may be completed and the hole fully open.
 
Just wondering; Can you have a GUR area which also directs that a ball must not be retrieved from it? (easy to do with the OOB option)


Reading the OP I'm pretty sure they don't want players entering the area from a safety perspective
