Firstly, the bold part is incorrect, you don't need a TV license for Netflix.

Secondly, whether it's a TV or a computer you're using is irrelevant, the important factor is whether you are watching the live TV broadcast, or whether it's on-demand/catch-up. If it's live telly you need the license. If it's on-demand/catch-up you don't, with the exception of BBC's iplayer, which always needs a license.

Both are monitors. And both can allow you to view broadcast video and audio services (although many monitors designed for computer use don't have speakers) by connecting or utilising the appropriate equipment. Television sets generally have receiver equipment on board that turn the monitor into a "TV". A [computer] monitor rarely has receiver equipment on board and so needs suitable equipment connected. Once this equipment is connected then it becomes, for all intents and purposes, a "TV".
 
I thought the licence was for having equipment that is able to recieve\display a television signal irrespective of whether its a dedicated TV set of laptop etc

It's nothing to do with equipment. You need a license if you watch live TV broadcasts or use BBC iplayer. Whether that be on a TV or a laptop or iPad. You can own a TV and not have a license, although I'm sure you'll be asked to prove that you haven't watch any live TV. Not sure how they go about that.
