I was reading my copy of Golf World from May 1996 ie. 20 years ago and I quote from a article by Peter Dobereiner no less: " I believe an important principle is at risk. It is fundamental to golf that the player himself regulates the conduct of his game. There is more to that responsibility than the player being his own policeman, judge, and executioner. The rules impose a duty on the player to ensure that his equipment as well as his behaviour is legal and under proliferating technical regulations this is patently impossible"
Remember that was written before the Cor law and recent groove legislation and it got me thinking I have competed all over England, Scotland and Europe but never had any of my equipment checked (or even counted) OK thats up to the player! however if you buy something off the net how do you know if what you buy is legal? The TM driver you buy may have a face that breaks the cor law and you would never know, the ball you buy may be wrong you wouldnt know that either. I know the Pros kit will be right but is it time to let the Amateurs use anything they want and not legislate for any equipment design or make up???
 
Just shows that now't really changes.

A 'free-for-all' might yield some funny solutions, if impractical to operate. I've seen players with car wheel balance weights taped to putter heads and other weird bits.

I don't think that is actually against the rules as long as they are securely fitted and not added or removed during play.

Anyone can access the lost of equipment that is legal for competition use. I don't see anything wrong with the way it is now.
 
I don't think it's unreasonable to assume that, once a manufacturer has sent a sample club to the R&A for testing and it is passed, any club made by that manufacturer to that specification is going to be legal for competition use.
As for following all the other rules..well, that down to the individual. Always has been, always will be.
