With a proviso. I queried this with our County Handicap Adviser when we had a mix of 3-man and 4-man teams in a seniors comp. On our course, taking 7 players all with HI of 21, the 4-man team had a team handicap of 15 but the poor 3-man team getting only 13 - an obvious nonsense. The County Handicap Adviser agreed and advised not to use the "mandatory" allowances for mixed 3 and 4 man teams but to revert to what we used to use.

You are correct, there are no mandatory allowances for mixed numbers of player groups in TS.

The official mandatory allowances are not meant for teams of different sizes in the same competition.
