If I put a supplementary score in of gross 86 playing off 17 at a course with a parr of 71 sss of 69 am I right thinking I wouldn't get a cut although it's 2 under parr?, and it's worked out from the sss of a course and not the parr.

yes, its from The SSS.

you also have to state before you play its a supplementary, so you can't just put a score in because you shot a good score.

Who do you state it to ?

some clubs have a book, but our place you have to tell the Pro shop before they fill the card out record it and pass to the HS as we don't run any comps between mid Oct and April so he would not be check any score between that time.

Whilst it's worked out against SSS it's also worked out on stableford not the medal card; so it's not possible to say whether you would or wouldn't get a cut. 38 points would be playing to handicap, anything higher would get you a cut.
