Wouldn't be surprised if they massively subsidised junior golf. From what I can make out here in the Netherlands where I am for the summer a lot of courses have a full rate around 50-70 euro and then there is a junior rate of 2,50 on production of what I loosely translate as a national union youth card (not sure what one of those entails or what the age range is)
 
For the last 30 years Sweden has a very good, well funded, youth development system. [compared to UK.]
Is that across sports? Would explain Wilander an Edberg ruling tennis back in the days.
Kluft and Olsen more recently in athletics.

Obviously, they do also really well in anything that needs skies under your feet.
