I doubt that any of the authorities will give guidance for non-conforming golf competitions over 14 holes, and therefore as this is a creation of the Committee then it is within the Committee's remit to adjust the handicap allowance. Note that a Turkey Comp at Lisselan GC on 28th November used the calculation I suggested.
