Anything scratch over more than 18 holes (especially with a redraw) should have a playoff of some description in case of ties. It just diminishes the event if it doesn't.

Lots of big scratch events use countback, I don't see a problem with it personally.
 
OMG. The poo has really hit the fan!!!!! I got the mobile numbers of the players who tied on Sunday to ask when they would be available to have a play off. One replied immediately, which should have been a warning in itself. He is not a happy bunny. Mostly with the way it has been organized and dealt with. A proper attack on me, and some of the members, who I thought he was buddy buddies with, and has reported us to the EGU. This made me sooooooo chuffed. I rang him back immediately and apologized but explained my position in this situation. He calmed down and I so wanted to say I was on his side, but I think he got that from what I said to him. He suggested how he felt it should be decided and I countered with the suggestion that I ask the R+A to advise on the matter. This he agreed to. I e-mailed the R+A last night explaining the mess and hopefully they will respond ASAP.

This all goes back to the fact WE HAVE NO RULES WRITTEN DOWN TO GOVERN OUR COMPS!!!!! I, and my two other Comp committee members, have spent four months, November to February, having meeting and putting together rules to govern our comps (documented elsewhere on here) and this was bounced by a quickly arranged Greens Committee meeting in March semi passed in April and awaiting Management committee authorization, God knows when this will be. See what I'm up against? I hope the EGU get proper involved, if they can, and put pressure on the club to get this sorted.
 
I've had a reply from R&A but, well I read it as this, appears they think I'm asking about how to resolve a tie before the comp is played, rather than after the event. I've asked for clarification of the reply. I actually think that it should be declared a tie as there was no provision set out before the comp took place to resolve ties.

Drawing on 33-6/4 I would ask the player's to agree between themselves the basis for any play off to produce the winner and, advise them that if they can't agree it will be declared a tie. To make it slightly easier for them I might propose alternatives (such as sudden death starting from the 1st hole, 4 hole gross followed by sudden death from the 5th or an 18 hole playoff with back 9/6/3/1 etc in the event of a further tie.

It goes without saying that I would already have a proper CoC in place ....the whole committee is wide open to these issues especially in the areas that the R&A have specifically highlighted the Committees responsibilities!

I've called a meeting for tomorrow to cover any future ties in comps. Who know that we didn't have these things in place? It's a disgrace!
