Ruling Help Please

Hello all I'm sure (ish) that the ruling is just play it as it lies but at the time I wasn't sure at all.

My dad hit his 2nd shot right of the green and into bother, trees, bare ground and basically not a good place to be

He walked to his ball and found it like this basically a twig was holding up his ball about a inch off the floor the twig was just a twig not attached to anything, is it just play it as it lies? at the time I wasn't sure.

Any help would be appreciated

You're right.

The twig is a loose impediment that can be moved, but if the ball moves it's a penalty.

I've never had one like that before, but plenty of times the ball is resting against something and you know if you try to move it the ball will move.

Just unlucky.
