Relief using longest club except putter, or the club you are going to use?

In a stroke play comp there are only 3 types of people who can penalise you

Yourself
A referee
One of the committee

Your fellow competitor can report the incident to the committee but does not have the authority to penalise you.
This applies in matchplay also. But only the referee appointed to the match. Your opponent may make a claim.
 
Wrong way round.

Why should someone have to disprove misinformation that doesn't exist?

I know that I can always measure with my driver, if someone suddenly said I must use my 7 iron and I know that's BS, what am I supposed to go looking for? It's up to him to look surely?
Not so sure either Is right myself. I am resposible for myself when it comes to playing within the rules. If another player queries my actions, but I know I am right, then I would advice him that I intend to play on, but if wishes he could raise the issue with the committee at the end of the round I am happy for him to do so. If on the other hand if some doubt has been raised in my mind, then I play two balls and sort it out at the end of the round. Not sure I ever want to be consulting consulting this rule book during a round.

Use driver as the measure, but should remove headcover when doing so. (Not clublength plus headcover thickness) Bit picky about this, but it is true.

Otherwise you can imagine the headcovers that some less principled would have tucked away in their bag...to be brought out and popped onto their driver when needs must.
