Played in the 2nd round of a 36 hole comp yesterday, one of the FC's hit his tee shot into a red staked hazard. He elected to play the ball as it lies, none of us had a clue where the ball went when he played his stroke! He then elected to drop outside the hazard.

What number stroke was he then playing? Fortunately he N/R'd on the same hole because there was bound to be a confused discussion on how many strokes he had actually taken!

I would of thought he would of had to drop inside the hazard where he played from then taken a drop outside the hazard.
So tee shot, play in hazard, penalty drop lost ball, penalty drop outside hazard. 5th shot from outside hazard??

Yes, he was allowed to play from outside the hazard - under usual Lateral Hazard rules.

He'd have been playing his 5th - Tee shot, 2nd from hazard, shot and distance penalty (so would be playing 4th fromn hazard), 1 shot penalty for relief from hazard. Ready to play 5th.

Demonstrates the 'benefit' of taking the punishment!

Rule 26-2b gives you the options for this situation, Wherediditgo (great nickname for this query!).

I would just add that for the drop behind the hazard, the reference point is the place where the ball last crossed the margin of the hazard (on it's way in, that is!).
