Reactivation of a lapsed handicap

Popped down the club for the first time in ages on Saturday and was chatting with my old regular PP. After I stopped playing he played a bit less too and eventually his 10 (10.2) HC lapsed last August.

So he set about 3 cards this month and, by his own admission didn't play as well as he has been, and from that has been allocated 14. Is that right? I mean, the HC sec was always rumoured to be a bit gung ho with the rules but I was under the impression it shouldn't go up, especially by 4 shots.

What should have happened here? He played pretty consistently to 10 until that point (mainly buffers and small cuts).
 
Clause 26.3 (p60) of the CONGU Manual refers.

His scores should have been entered in his record, resulting in a 0.1 increase for each score above his buffer zone. Assuming from what you say about not playing well that all three were above, the resulting 0.3 increase would bring his exact handicap to 10.5 and hs playing handicap to 11. That should be reviewed by the Committee to factor in any known circumstances that should be taken into account like how long since he last played, why he didn't complete 3 cards last year (eg illness, injury), any trends in his previous play, how high the returned scores were. and so on.
 
Handicaps do not lapse. They simply take a non Competition status. They can be 'revived' by returning 3 qualifying scores (ie in competition or as supplementary scores). They may be over 9 or 18 holes. His handicap will simply pick up where it left off. The handicap sec should not change the result of the automatic calculations unless he has good reason (eg illness

Can't see there has been good reason. He just wasnt playing comps after I stopped playing.
 
August was 12 months from his last Q card submission and went "inactive" at that point.

As Duncan pointed out, the status of a handicap would not change in August. If his last QR in August was not his third of 2018, his handicap would become non-competition on 1 January 2019. To regain competition status - as Rulefan pointed out - , he would have to submit 3 cards which would be actioned as the scores merited - could attract 3 x 0.1 but no more than that.

Which, as I said, would put his playing handicap up to 11 only. A further 3 strokes is remarkably generous. Perhaps your handicap man isn't a Fifer :)
 
Got to agree with all the points above and the handicap secretary is wrong. They clearly need to do some congu training. If I recall you can submit queries like this to England golf.
He still had a handicap just not a competition one.
