R&A for rules questions?

I have always contacted R&A for rules questions I have been unable to resolve from the Decisions book. Today I was surprised to receive this response from R&A:

"Thank you for your email concerning the Rules of Golf.

As your Rules question originates from England, it has been forwarded on to England Golf for their response as the National Governing Body."

Maybe I haven't been paying attention, but when did this change happen?

I don't remember seeing a particular announcement but it was mentioned to me and I saw the link on the EG website a few weeks ago.

It has been standard practice for countries outside GB&I for many years.

That is nice because previously you had to be on the committee to use the R&A query form.
