I agree with most of what you are saying but any country applying to host the world cup, Olympics or anything similar has to accept it as a 'world celebration' and people will drink and do other things accepted in other cultures. I don't believe these countries should apply to host these events then expect people not to party.That is the issue not the people of Qatar or any part of that area not wanting it, it's their country their regime and their rules that work for them as a result anyone visiting their should and must accept the culture and behave appropriately. Its their country and westerners don't have a divine right to act as they do at home, they do however need to respect they will have to act in a matter befitting on the environment they're in. We expect people to abide by our laws and rules when they come here, its no different if we go there.
On a slightly related note did anyone notice Qatar actually won the recent Asia Cup?? I thought they were basically minnows in a football sense. I'm wondering how they managed that.

Not to cast aspersions but I wonder if they were drug-tested at all.I thought so too, pretty remarkable. Seems they won it at a canter as well, 3 clean sheets in the group stage, beat South Korea and Japan in the knock-out rounds, won 4-0 in the Semis, pretty impressive. Their lead striker broke Ali Daei's Asia Cup goal scoring record as well, ending up with 9 in the tournament.
I did wonder if they done the trick of cricket and rugby teams, live there for 2 years and play for the country, but having googled them it seems not. They did do that approach a few years ago but have moved away from it.
