Push Trolley Winter Wheels

Do push trolleys require winter wheels on all 3 wheels or is just two on the back acceptable?

I recently bought a trolley that came with winter wheels but only with two.

If I do need 3 I don't want to buy a whole new set of wheels so if anybody has a spare I can buy that'd be appreciated!

I have a Powakaddy Twinline 4 and it has a normal size front wheel
I have hedgehogs on the back 2 but a hedgehog on then from the catches on the bottom of the bag so I don't bother...
