Not permissible....unless the Committee has suspended play, in which case it may be permitted if the conditions of 5.5c have been met.

5.5 Practising During Round or While Play Is Stopped​


a. No Practice Strokes While Playing Hole​

While playing a hole, a player must not make a practice stroke at any ball on or off the course.

These are not practice strokes:
  • A practice swing made with no intent to strike a ball.
  • Hitting a ball back to a practice area or to another player, when done solely as a courtesy.
  • Strokes made by a player in playing out a hole whose result has been decided.

b. Restriction on Practice Strokes After Completing Hole​

After completing play of a hole, but before making a stroke to begin another hole, a player must not make a practice stroke.

Exception – Where Player Allowed to Practise Putting or Chipping: The player may practise putting or chipping on or near:
  • The putting green of the hole just completed and any practice green (see Rule 13.1e), and
  • The teeing area of the next hole.
    But such practice strokes must not be made from a bunker and must not unreasonably delay play (see Rule 5.6a).

I think we need more information before we can make judgment. Was play stopped or was it a delay due to slow groups ahead? Also, was the match between holes or actually playing the 10th?
This will have an effect on the ruling
 
As Neilds said, we need to know if the chipping practice took place between holes, the 9th and 10th in this instance or during play of the 10th hole. The rule that permits chipping between holes (5.3b) is quoted above and includes practice on or near a practice green. . Perhaps salfordlad just meant that practice in the situation illustrated was permitted between the two nines as that by chance was where this particular incident occurred. It would apply between any two holes.

Just to clarify - on a 9-hole course with the 10th tee some 70 yards forward of the 1st tee. The group arrived at the 10th well ahead of schedule so had to wait while 2 groups teed off on the 1st. The player practised chipping on the chipping area which is approximately level with the 1st tee.

Between holes you are permitted to chip to any practice green (5.5b).
