Under the current rules, I would expect them to. Our handicap committee meets every 2 months but, if a player played 3 rounds as in your example, the Handicap Chairman would be in touch with the other committee members very soon after the guy's third round. "Exceptional circumstances" is the trigger for action between annual reviews.
ESR will be expected to do the same thing on a more formal basis.
That was the point of what my mate was saying. If they get together every couple of months it could be 3 or 4 weeks before they even get to look at him, in which time he has gone and done it a couple of more times. Great if they do use exceptional circumstances but how often does this happen. Hopefully the computerised handicapping system will flag this up with the new ESR and cut people instantly.
All we want to see is a fair and just system that allows low handicap players get there handicap down easier without cutting them too much and like wise for the high handicap bandit. Cut the buggers quicker and stop them doing it. But do not be too hard on them as if you cut them too quickly they will not have a handicap they can play off.
