Most likely so that an early starter who is leading doesn't have to wait until either someone pips him or the last card is in!

Sudden Death, or at least reduced hole playoff, if tie after Playoff would be reasonable as both/all contenders are there.

Club Champs playoff sensible if last round is played in reverse order - like Tour events.

Exactly this, the comps are generally entered by between 120 and 150 people.

each comp has it's own rule regarding ties, some are sudden death, some are 4 hole playoff, some are 18 hole playoff.
