Playing incorrect broken ball

A player played what he thought was his ball in deep rough only to find out that it was half or third of a ball that wasn't his (it had probably been cut up by a mower), as he shortly afterwards spotted his actual ball nearby. Does he get the General Penalty for playing a wrong ball even if it wasn't a whole ball?

You need to I’d your ball. If you can’t see it’s yours you can lift it to check but it must be put back in the same lie.
