When a playing handicap is being calculated is the exact course handicap or the rounded course handicap used?
For example my exact CH on my home course is 9.5928..... which in a competition became 8.15 (8 shots) after the 0.85 is applied. But 0.85 of 9.5929... rounded, 10, is 8.5 or 9 shots.

In GB&I, whenever the calculations are done by software, machine precision (i.e. unrounded) Course Handicaps are used to calculate Playing Handicaps in most formats.

G6.2a Playing Handicap Calculation
Whenever Playing Handicaps are calculated via machine (Computer, App, Spreadsheet etc) the calculation must use the full calculated Course Handicap. The Playing Handicap will be rounded at the end of the calculation (see examples in Appendix I of this document).
Note that if the calculation is being done manually, players can use the rounded Course Handicap to calculated Playing Handicaps (e.g. a casual 4-Ball match play round).

All 4BB matchplay rounds, casual or not, use rounded Course Handicaps.
 
Is there a rule that states thats the case as I've experienced pairs turning up with the ungrounded % calculated by a spreadsheet.... is that allowed??
They have misunderstood the way the shots given/received are worked out. They need to turn up on the tee with their CH which is machine calculated rounded number, then compare their CH to the rest of the group to identify the difference from the lowest CH player, then take 90% of their individual differences and then round.
