In simple terms as poss when is it a one shot or a two shot penalty.Someone the other day explained one club/ two club lengths rule easy.free drop one club, penalty two clubs.thanks.
 
As a general rule I think most work on the lines of

Free drop - one club
Penalty drop - 2 clubs
 
Hard to think of a general rule of thumb for penalties but I tend to think of it as follows.

Deliberate/preventable act which may result in advantage is generally a 2 shot pen. e.g: brushing sand from the fringe of the green.

Accidental act or one that should not result in an advantage because the rule requires you to rectify the situation is usually a 1 shot pen. (e.g: moving a ball after address. Replace it and it a 1 shot pen, don't replace and it's a 2 shot pen)

Of course if there is any doubt check the book.

Best to resign yourself to 2 penalty shots, then if you discover it's only 1 when you check the rule book, it's a pleasant surprise!
