When taking a drop from a water hazard ,If my 2cl puts me on a path can I drop on the path then take relief from the path. Or can I do it in 1 step? I.e penalty drop plus free drop combined?

The simple reason behind DB7 comment is that until the ball comes to rest on the path ( if it comes to rest on the path) you do not know where your nearest point of relief is and therefore which side of the path you will drop.

That's what I thought , pp seemed to think I could combine the 2.
 
TBF I made a mess and only occured to me after I could have dropped on the path and then took further relief. Id have been in a much better position
, oh well.
 
Relief is one rule at a time. The alert player may be able to use this very strategically to get a better outcome and leave others gobsmacked - "didn't know you can do that".
Yes I shouldve done exactly that.

I doubt such people have ever read the Rule book, let alone the Clarifications

It is more likely they simply felt it seems wrong to drop on something you need to take relief of, and thus felt it makes sense to do it i one go.

Wasn't there a recent televised incident where a player took 'onestep' relief ?

Without wanting to be too pernickity, but this is a Rules forum, 16.1/3 also covers other conditions, not just abnormal course conditions. One of the examples therein relates to an embedded ball.

Yes. The Rule (and Clarification) heading specify the relevant conditions.
