Out of Bounds Stakes

Probably been covered before, but I can't find the ruling and now I'm not sure if I've been believing a myth!

Out of bounds stakes are immoveable and no relief can be taken from them without penalty, am I correct? If so please supply the rule before I make an ar$e of myself.

Its in the definitions

[h=4]Obstructions[/h]An "obstruction" is anything artificial, including the artificial surfaces and sides of roads and paths and manufactured ice, except:

a.
Objects defining out of bounds, such as walls, fences, stakes and railings;

b.
Any part of an immovable artificial object that is out of bounds; and
