They couldn't submit it if they had put the drop rule into practice. I'm guessing they couldn't anyway as CONGU wont accept it, happy to be corrected, but as our place has not accepted it as a local rule that makes 2 reasons why notWould this stop players submitted a card for handicap purposes?

Are you saying that if the LR is illegally in force for a qualifier and is used on a hole, the hole should be returned as an NR and the score for the round may be used as a qualifying score?There is nothing wrong however in submitting a NR* on a hole because cards for handicap purposes use stableford for the calculation.

This was definitely the most pointless rule change of all time. Since it only applies to friendly knocks, and in most friendly knocks people use their own agreed rules governing OOB anyway.

Sorry, what? Do you mean if they drop from OOB on one of the rounds they hand in for their handicap? If they're doing that and taking a 2 shot penalty I don't see it making very much difference to the score.Which, strictly speaking, will make it harder for casual golfers to maintain a valid HC if their round takes advantage of the new rule.

And as seen here, most clubs have not even bothered adopting the rule.
