New Handicap Rules

I am quoting from the Handicapmaster help system.

Juniors have the prefix "j" and registered disabled golfers "d" when their handicaps are higher than 28.


There is a flag in HandicapMaster to indicate if a player has a CONGU® Disability Golf Handicap. This is not part of the handicap record itself but part of the member's record.

1) Re your seniors. They may choose revoke their CONGU handicap and put new cards in to get a club handicap.
Whether, they may play in inter club comps would depend on the relationship between the individual clubs (if simply 'social' matches') or on the league (for more formal arrangements).

I still don't agree that someone can revoke a handicap willy nilly. Take for example a situation that occurred a couple of years ago when I was the H/C Sec. A senior of 70+ years with a H/C of 11 wrote to me enclosing 5 recent score cards averaging net 23 above the SSS. He had a heart attack seven months previously on the course and was airlifted to hospital where he underwent open heart surgery. Was told to lay off golf for 5 months. He then came out to play again, gingerly, and these were the cards he presented. I spoke to the Seniors' Captain and we agreed on giving him 3 shots back. Soon after he went out and won a Seniors' Competition. I wasn't popular and one Past Captain didn't speak to me for 12 months. As it happened, he would have won the comp with his original H/C of 11.

So, Rulefan, are you suggesting that he could have, in fact, revoked his H/C and put in three of the best 5 cards to obtain a new H/C of 23? Doesn't seem likely or ethical to me.
 
Further to my recent post, I have just called Dorset County Golf Union who have said that a person cannot revoke his/her CDH No. in order to attempt to get a higher handicap. It is not in accordance with the spirit of the game.

He also doubted that once a player had reached 28 or below then that would not be allowed to revert back to a Club Handicap allocation. It was thought the software wouldn't permit it.

Not sure where anyone has suggested that a handicap or CDH No can be revoked purely to get a higher handicap .

Those (few) people that I have (on annual review) given a handicap of higher than 28 was done on previous players record and not by a player submitting 3 new cards.

Im not even sure why your heart man was allowed to submit 3 cards as the handicap committee could, if deemed necessary, due to sickness or injury, adjust a handicap for a short period during recovery. Or that at least is my understanding.

"..... a player on 28 (36) will not automatically be moved up, it will be up to the player if they current hold a CONGU handicap if they want to relinquish that and get a club handicap but they can’t have both."

The CDH ID will be retained.

2) If a player with a club handicap comes down to 28 (or less) and then returns a score that would take him up, he may choose to maintain his CONGU handicap or revert to a club handicap.

Post two from rulefan. He said a golfer may revoke his handicap and put new cards in to obtain a higher handicap. Not they can't

That is interesting rulefan, thanks. Whereabouts on England Golf's website did you spot that? We are having a H/C meeting tonight and would like to quote where that comes from.

From a member of the CONGU technical committee back in November. I have no reason to believe there has been a change.

My heart man, as you put it, submitted the cards on his own volition. I had only recently taken over the post and as there was a huge discrepancy between 11 and 23 then I sought advice.

I scoured the UHS manual and between the Seniors' Captain and myself we made the decision to give him 3 shots back. This sort of behaviour is apparently frowned upon in the Senior's circle as there are so many of them with one ailment or another. Giving shots back to one could open the floodgates from all sorts who suddenly develop a disability or something else at their age. :(
