MLR L-1 Modification of DQ penalty for failure to sign card

I'd be interested to get some idea of how many clubs introduced have MLR-1 in place. That's the local rule made available in 2023 whereby if a player returns his card unsigned by himself, his marker or both, the penalty is 2 strokes added to his score for the last hole rather than disqualification. Here then is my first ever golf monthly poll. Hope it works!

Also interested in whether there is any adverse opinion around about its use (based on experience).

I do not know if this has been introduced at my club or not. There has been no communication saying it has, or that they have declined to. Just radio silence. If may have been introduced and simply not communicated.
 
I'm going to say No because we had someone DQd just a couple of weeks ago for not signing his card...

I'm in favour of it.
Although it's been in the Rules since Adam was a lad it's always seemed a harsh penalty for what is, basically, an admin error

Look at the bottom of the competition results it tells you why any DQ is applied.

I think golfers now are thinking they don’t have to sign the card.
Uploading into an app or ISV should validate your score imo.
The fact we are using so much tec either makes them a bit lazy or just plain forgetful.

Signing your card is a basic thing golfers should not be getting wrong imo.
But can understand why it’s happening.
Have heard “ it’s not a counting one so I’m not that bothered”
So I guess they take greater care if it’s a good score.

Do you not have anywhere where you can see all your local rules. I fail to see how one can be introduced without some form of communication, how else do members know what rules they are playing. Its been "radio silence" ay my club, because the rules hasn't been introduced. We're not in the habit of telling all members when we are not changing anything.

I've found a fairly bland document on the website showing the consitution and local rules and this modification is not on there. I would not take that as guaranteed that it has not been adopted, it is entirely possible it has been and we just have not been informed about it.

Most members won't care or ask about it, until it happens to them 😄

I'd say signing a card used to be a basic thing, nowadays with the scoring frequently done on phones and computer systems going down or markers not being very savvy it is anything but basic.
I have certainly put in an incorrect score on a phone due to a poorly designed app that I just couldn't be bothered to report when I found out later as it affected neither the result nor my handicap.

Some clubs are going over to putting local rules behind a QR code on the scorecard...fine as long as your phone isn't left in the car....
 
We do not have MLR -L-1 in place. Having read it and considered our score card procedures I did not put forward to the Captain's committee for consideration

Our manager is also phone obsessed and gone to QR code on the card for local rules. Probably OK for members but I pity the visitors having to use it. Our club rules actually state that phones should not be used on the course except for specific circumstances, of course a rule ignored by a lot of players.
 
I suggested that we adopt it but ret of committee didn’t want it. Same with suggestion I learnt off here to define returning card as leaving the club (to get round the ‘I’ve just put my card in the box but I didn’t sign it’ problem).
But everyone moans when people get DQed for card bureaucracy.

How hard is it to sign a card verifying your score? It's not a bureaucracy, it's each player's responsibility, and it's not hard.

The question is, of course, whether the offence of forgetting to sign is so egregious that it merits a DQ. The MLR doesn't exonerate the player but gives us the opportunity to say that a moment's carelessness isn't that bad and that a 2 stroke penalty is enough. Which is presumably the opinion of Golf Canada as it on its hard card. 😉

I was just taking exception to the terminology. There is no "bureaucracy", it's an individual's responsibility, and should be penalized for failure to comply with the Rules.
 
We use the Scottish Golf App and I’m pretty sure you can’t submit your ‘card’ without putting something in the player and marker boxes.
If I remember next time I play - snow here - I’ll try to finish with at least one of the boxes empty

Wrong word I guess. I’ve got no problem with applying the rules, and do so frequently.
