Depends on what the club has as their conditions of competition. Certainly standard practice at my own club.

yes, unless the club has stipulated otherwise.
at bogside wed medals can start at the 10th if you want

Stipulated Round: The "stipulated round" consists of playing the holes of the course in their correct sequence unless otherwise authorised by the Committee.

Shotgun, 2-tee, 3-tee starts are all legitimate - provided they are 'authorised by The Committee'.

Plenty of 2-tee starts on Tour tournaments.

Indivual commitee choice, provided approved before hand there wont be many who don't allow this.
