As the saying goes. In England, everything that isn't specifically prohibited it's permitted. In Germany, if isn't specifically permitted, it's prohibited and, in Italy, everything is permitted whether or not it's prohibited.

And in France, prohibited activity is ignored - until it causes a 'problem'! In the Netherlands, they'll probably complain about both prohibited and permitted activities!

Down Under (Or Up Over for Christchurch Wizard devotees!), there's a distinctly different set of 'cultural customs'!
