Local Rules

How do they do that?

To specify that a comp will be NQ is frowned upon by Congu - though there's some, but only some imo, logic to it.

Well, that's true to a degree. If all the requirements of a qualifying comp are in place then committees shouldn't make it non-qual by artificial means (eg 7/8 handicap or whatever). You may be lucky if your course is fit for quals all year round. Many (including where I play) have temp tees Nov-March, sometimes temp greens, oh and are mostly a bog after weather like the last month. We generally play lift/clean/place through the green and are just out for some fresh air and the crack. Maybe not proper golf rules but it's not proper golf!!

Also true enough, but perhaps not good enough! Perfectly understandable that long periods of rain can make a mockery of 'good drainage' but I'm an advocate of having comps qualifiers wherever possible. Means better value for the sub too, even if comps occasionally are washed out, as targeting all-year round play rather than lazily putting the course to bed in Nov. and ignoring (most of) it! Simply (effectively) shutting comps down Nov-March makes progress of handicap more difficult too imo. Maybe my Links experience has tainted me!

I wish we had qualifiers all year round, but banging your head against a brick wall starts to hurt after a while. There are a few others that would like to as well, but the majority of our club are duffers that are quite happy to suddenly be competitive during the winter (yellow tees) when they can't get cut.

Ironically I'd be a lot higher than I am if we did play qualifiers year round, but I'd rather fail trying than not be allowed to try.

If there were another course nearby that had qualifiers all year round and comps were drawn I'd be off there, but there isn't.

It's the complete opposite at ours. The course has been measured for the winter tee's so we have qualifying all year where possible, occasionally a couple of the par 4 tee's are pushed right up to protect saturated fairways at the low end of the course and play as par 3's. But it's the low guys that don't like the year round qualifiers and the duffers who rely on winter golf to drive their handicap down again that seem to like it most.

Hmmm, you may be right! I think there are a few on here that would say "welcome to my world" :D Fully agree that all possible comps should be qualifying but a nice sand based 52 weeks a year links course is a million miles from where many clubs are in conditions like this winter. Short courses, re-routed away from summer tees are simply the best way to handle it all. The comps have to come second to protecting the course.
