im a 24 handicapper from scotland is it right that u only get 10 rounds for hcap ajustment

I don't think so. At my club we have a monthly medal and a monthly stableford so there's 24 handicap adjustments. If you include the honour board comps then you're looking at 30+ handicap adjustments.

Doesn't make any sense to me you can be adjusted any time you play in a qualifier, I think you can now enter up to 10 cards that are not comps perhaps this is what has confused you

you aren't confusing supplementary cards are you? you can enter up to 10 of these if you can't play sufficient qualifiers to maintain your handicap.
