A friend took this picture at a very high profile course in Scotland a couple of weeks ago.

Says relief must be taken to protect the newly revetted face.

My questions are:

1. How should one take relief?
2. Is this a recognised local rule that any club could use?
3. Could a counting hcp score be submitted when this LR is in use?

Treat it as ground under repair, no play zone. Take relief according to Rule 16.1f.
While the "local rule" may not spell it out specifically, the situation is covered by 16.1f and is authorized.
