Injury and Lay Off H/C Adjustment

I heard a story yesterday regarding a player who hadn't played for a while (can't remember what the time scale was) because of an injury (knee). The bloke went to H/C sec and basically demanded an increase in his handicap of three shots!!!!! The H/C sec gave them to him and he then went a won a big seniors comp, to much mutterings of discontent, unsurprisingly, from other competitors. He gave the prize back apparently.
My question is, was the H/C justified in giving the bloke three shots?

I'd say no. Not without any evidence of the impact of the injury lay off - ie. post-injury competition cards.

As the handicap secretary at our club it would not happen here.

In considering any return from injury we take in to consideration whether it is likely to be temporary only and we would ask that the player submit several cards ( we normally ask for 7 cards to have been submitted for a requested review ) before even carrying out a review.
