Implimenting your Club's 2019 Rule changes

Looks as though these LR ideas are dead & buried as it seems CONGU & EG do not want them used in Q Comps...… so are they likely to be used at all??
The RBs said - An idea we explored was that estimating the spot where the ball was lost or crossed the boundary may be more acceptable under a Local Rule, with Committees being guided to introduce the Local Rule only for certain holes where they know that lost balls or balls hit out of bounds are common or for non-elite competitions where handicaps are applied and there are pressing reasons for speeding up play.

Isn't that what CONGU is all about?
 
Decision made at our committee meeting this morning to discuss and set the LRs for 2019. the Ball lost alternative etc will not be adopted for the foreseeable future. The introduction of penalty areas where balls are often lost/hard to find and as an alternative to OB will be considered as a better alternative at such time in the future.

Basically we have too many holes where it would be difficult or nearly impossible to implement 'not nearer to the hole' and having it on some but not all holes would probably lead to confusion with the members many of whom seem not to able to read and implement correctly existing local rules.

One thing that was definite - if it is not going to allowed in competition play then it will not be written in to the LRs for general play if we decide at some time in the future to consider it.

The simple view is that what players do within their own groups/ swindles is entirely up to them as long as they stick by the rues in competitions .
 
I’m going to suggest that it’s more to do with not implementing the local rule for OOB/Lost ball - there will be loads of clubs that won’t implement it.
Can you think of another sport that has different rules at different venues.
Imagine we play Chelsea away and throw ins are ok.
Then we play City but they have a local rule that you kick the ball in instead of a throw in?
That’s whats happening here, it looks like the people who run the sport can’t agree with themselves.

Nobody is looking competent here if they are going to do something just do it in the rules, not let clubs pick and choose.
This is not really about the “rules of golf” it’s about pace of play as golfers and clubs have failed to address this properly.

But the worse offenders for pace of play are the pros but this won’t be in play for them , that seems a contradiction as golf is described as a sport you can tee it up with the professionals!

Plenty of other LRs apply at some clubs but not others! That's what the 'Local' means after all!

Yes I see the general point.
Most sport has very defined margins / size of pitch etc although this can vary in football.
But all golf courses are different.
I think the local rule would need to be on the first tee as not many read the card until they need a ruling.
