Our club are building a new tee, the temp tee is 50 yards forward from the plate. In a medal can you play it and count for handicap purposes?

I'm guessing someone from the County will need to come and approve / rate it, but yes. My course has a temporary tee box as part of the hole has been taken for house building. Whilst we wait for the new tee and green to be built they have moved the tee beyond the green and so we are playing it backwards, with about 60yds taken off the length. Our rounds are counting for h/c.

As the distance is within the Appendix G parameters there is no reason why you shouldn't play qualifiers but if it was going to be permanent the club should contact the County.

The previous winter one of our holes was playing as a 60-odd yard temporary tee for a couple of months and I'm sure we still had qualifying comps.
