Happened yesterday

What's the difference between 'the rules' and 'decisions' then? I've got a copy of the current rules and I've just googled decisions and they appear to be available in a separate volume. Could someone explain please? Should I have both books?

And what difference does it make whether you put a towel down or put waterproof trousers on? In the OP's scenario, either way you've got one knee on the deck so you're still building a stance whichever way you do it.

You are allowed to wear trousers (waterproof or not) when playing golf, so don't kneel on a towel!

This is where the R&A need to get real and look at these silly rules and make amends, the game is hard enough without needless pedantic rules. If I was a rule maker I would like to think I would ask myself is this fair and is this practical?

This is actually EXACTLY what R&A and USGA do!. However, their 'brief' is to have rules that are 'fair and equitable'. While I'd certainly like a couple changed (which imo wouldn't affect the 'fair and equitable' approach) I think they do a particularly good job - certainly in comparison with other sports with a significant number of rules.

And, by their very nature, Rules are inclined to seem pedantic!

The point I was trying to make was that if this rule did not exist in the first place then would anyone split hairs and make up a rule to cover the situation described where no advantage would seem to be gained by putting a towel down?

But a lot of the rules have developed from actions by people who did try to gain advantage where a rule did not specifically outlaw said action.
