Not as far as I'm aware as it has to be a measured course and usually temp greens means it's shorter...

I know at our place we go onto winter mats on some tees and then it's no longer qualifying...

No, and you cant get cut either.

Actually Murph, I think you can have 2 temp greens as long as the course is reduced by more than 100yds. I could be wrong though but sure I read that somewhere. I find it hard to believe any club would do this.
