Actually, I took a look at the CONGU website and I am still a little confused as to when I should get cut.

As a CAT 4 player, I should get cut 0.4 shots for every shot under the CSS, and go up by 0.1 for every shot over the CSS plus 4 shots?

So, if CSS was 69 and I shot 67 I would get cut 0.8, whereas if I had shot 74, I would go up by 0.1?

Correct.

The buffer zone is the same as your category.

It doesn't matter how many shots over your buffer zone you are, you only get 0.1 back per round, not per shot.

Its 0.1 up across all handicaps for shooting over the buffer zone and then 0.4 down to 0.1 for every shot under the CSS dependant on your handicap. I know we've debated the relative merits of the current scheme compared to say the US version of putting cards in every round and I still think (flawed as it might be according to some) what we have now is as good as its going to be in terms of fairness
