I understand how to work out the team handicap i.e 0.6 of lower + 0.4 of higher which gives a team handicap, however what happens if Team A has a team handicap of 9.4 and team B has a handicap of 9.5? Do I round the 9.5 handicap upto 10 therefore giving team B 1 shot or is the difference 0.1 and therefore no shots are given in the match?

Good question!

I am sure there are people on here who can give you the correct ruling. But when I used to play for my club in the UK, I am sure that we used the way you have explained it above.
Team A give Team B one shot.

Off course, another question is. Do you calculate exact handicaps, say 17.4 and 19.7 or off their playing handicap of 17 and 20?

Thats what CONGU implies we do but is not explicit, looks like we have been playing it wrongly for the past number of years!
If you consider the table in Appendix F, it calculates greensomes handicaps to decimal places - and advises that in match play the stroke allowance is full difference between greensomes handicaps.
This difference would then be rounded, if necessary, and applied in the match.
You can also take an inference from foursomes where it's half the difference between the combined rather than calculating both rounded team handicaps first; then taking half the difference between those and rounding.

Google is your friend, but that's the same chart we've had in our locker room wall for years, it could possibly be out of date though
Finding such charts via Google is easy; knowing what to do with them, and any associated limitations, is a little harder!

Your chart is in date, and would be valid for the specific purpose of a greensomes stableford stroke play event - but is useless for either match play or the commonly used medal stroke play format where, like Texas scrambles, it's usual to score to decimals.

Here is a feature Golf monthly did on the subject which covers all the angles

Greensomes
Team A’s Greensomes Handicap = (0.6 x 5) + (0.4 x 12) = 3 + 4.8 = 7.8. Team B’s Greensomes Handicap = (0.6 x 11) + (0.4 x 17) = 6.6 + 6.8 = 13.4. The difference is 5.6, so Team A gives Team B 6 shots (rounding occurs after the difference between exact Greensomes Handicaps is calculated). In strokeplay, the same denominators apply, but both teams would be allocated half their combined handicap in foursomes, while in greensomes both pairs would play off the Greensomes Handicaps as per the above calculations, typically using exact handicaps in Medal and rounded handicaps in Stableford
