Because a local rule is local doesn't mean that a club or course can make up any local rule it fancies. Many local rules are authorised in the rule book; if a club wants to introduce one that isn't, it should seek authority for it from the R&A. You would not get approval for preferred lies through the green. For muddy balls in the rough, however, there is a separate local rule available which permits you to lift, clean and replace your ball through the green. If a club uses both of them, it makes winter golf appreciably more enjoyable, stays within the rules and thereby makes it possible to have Qualifying Rounds for handicapping.

Preffered lies through the green is a local rule surely.
The committee has deemed it to wet to play "normal" golf.
would you play a mud ball when everyone else is lifting cleaning and placing.
In a tree you have to play it or drop it under penalty.
I was only suggesting where his ball could be placed not should be.
Imo no hcap changes should take place while Preffered lies are in play.

I think that most of the winter rules relating to a ball through the green relate to embedded balls. Thus a ball lying through the green should be played as it lies. Also not sure you get to place a ball when it has been embedded - think you drop it.

Reality here is if it's off the ground either play it (al la Mr Langer) or declare it unplayable and proceed accordingly.

Lift clean and place / Preffered lies what's the difference apart from the words.

Lift clean and place through the green at my club has been all winter, so anywhere on the course except in a hazard.
it does not mention trees.
the tree is on the course and not in a hazard so why not?

If his ball is 6" off the ground why can't he lift clean and place 6" .
if it's 7" of the ground he is screwed.

If you have been playing qualifiers under that local rule then all those rounds are faulty and cannot be used for handicap purposes.
The LR is unapproved so it is impossible to answer a question re the tree with a legitimate ruling.

The LR you should have been using is 'Lift, Clean & REPLACE'

I never said we have been playing qualifiers quite the opposite I said anytime Preffered lies are in operation imo should NOT be qualifiers.

None really, but the Local Rule I was referring to is lift, clean and replace. You may lift your ball and clean it, but unlike a preferred lie, you must replace it exactly where it had been. If it was in a grotty lie, it goes back in the grotty lie!

The tree may be on the course but the ball stuck in it is not on a closely mown area.

Quite the opposite
Grange Park course is fantastic Lancashire championship and Lancashire seniors here last year .
They do it to protect the course and just make it a bit more enjoyable during the winter months.
We have a measured green course for winter comps , no mats and always full greens.
The rough can get quite nasty , so it's only winter golf and I never treat it that seriously during Preffered lies.
Theres nothing worse than a eyeful of mud off your ball.
It doesn't always follow that the course is poor because you are on PL
