Because a local rule is local doesn't mean that a club or course can make up any local rule it fancies. Many local rules are authorised in the rule book; if a club wants to introduce one that isn't, it should seek authority for it from the R&A. You would not get approval for preferred lies through the green. For muddy balls in the rough, however, there is a separate local rule available which permits you to lift, clean and replace your ball through the green. If a club uses both of them, it makes winter golf appreciably more enjoyable, stays within the rules and thereby makes it possible to have Qualifying Rounds for handicapping.
