Hi guys today we had a player stuck in a tree about 6 inches above the ground, we had pick and place through the green so fairways and rough, what are his options is it a penalty drop or can he use the 6 inches pick and place back into rough baring in mind the ball is not touching the ground it was in the tree. Your help would be appriciated

This is a good example of why the rules have specific wordings; and in the case of winter rules the recommended wording includes

"A ball lying on a closely-mown area through the green..."

Closely mown is further clarified in the rules

If this wording was used then a ball up a tree wouldn't qualify.

If another wording was used then it can become difficult (impossible) to apply the rule, which is why wordings that don't follow the recomendations should be cleared with the R&A before being g implemented.

Firstly, if 'pick and place' means preferred lies/winter rules, this should be restricted to closely mown areas and not extended to through the green. But let's say your ball is in a tree which is growing in a closely mown area. The Local Rule refers to a ball lying on a closely mown area. Is your ball on a closely mown area? No, it's up a tree. You can deem it unplayable and if after properly dropping with a penalty stroke it is lying on a closely mown area, then you can prefer your lie.
 
Including terms like "pick and place" not defined in the rules. Best to use terms as they appear in the rules to avoid confusion and having to explain what it means.

Could he not just jump?
 
It would be preferred lies in closely mowed areas through the green - Meaning you can pick, clean and place your ball on the fairways.
What I think you're getting confused with is - "embedded ball anywhere through the green" - this allows you to pick, clean and drop your ball from an embedded lie (plugged basically)

In your instance neither rule applies - so he either has to play it has it lies or take an unplayable.
 
What happens if another player accidentally knocks it out the tree? Would a penalty be required then?

If it is moved accidentally by any one but the player or his/her caddie it needs to be replaced - no penalty.

If the player plays the moved ball he is playing from the wrong place so a 2 shot penalty.

If it's moved deliberately and subsequently played then both players would be disqualified.
 
If it were knocked out of the tree deliberately or accidentally by another player in stroke play, i would be ok with the player proceeding to take relief under penalty for an unplayable ball without replacing the ball in the tree, using the previous position in the tree as the reference point.

If his ball is 6" of the ground then 6" for a preffered lie is directly under where the ball is.
If it's a comp preffered lies should not be used imo.

?.... but the ball would need to be on the ground to start with...no need to make up a rule

Preferred lies should only be used on closely mown areas at any time. We should not concern ourselves with situations outside the rules in a thread about playing within the rules.

In a tree is not on a closely mown area.

Preffered lies through the green is a local rule surely.
The committee has deemed it to wet to play "normal" golf.
would you play a mud ball when everyone else is lifting cleaning and placing.
In a tree you have to play it or drop it under penalty.
I was only suggesting where his ball could be placed not should be.
Imo no hcap changes should take place while Preffered lies are in play.
